Anhui province is the water conservancy and the major agricultural province of the east China which is located in the middle reaches of the Huaihe river and the lower reaches of the Yangtze river. In order to meet the demands of the new situation of the water resources protection, the implementation of the strategy of national water resources protection, strengthening water resources management system, reducing the water consumption of ten thousand Yuan GDP and improving the comprehensive water efficiency have important strategic significance to promote the sustainable development of social economy in Anhui province and they are the main goal of the construction of water-saving society. This paper based on the field research and relevant statistical data in order to establish the influence factors of water consumption of ten thousand Yuan GDP which are in line with the basic situation of it, determine the key influence factors of water consumption of ten thousand Yuan GDP in Anhui province, analysis the regional differences of the influence factors after we study, understand the statistical methods, compare and select the measurement model of water consumption of ten thousand Yuan GDP. Thus we can form the analysis of the influence factors and controlled technology of water consumption of ten thousand Yuan GDP in Anhui province and provide a theoretical basis and technical support for it to carry out the most strict water resources management system.Based on the objective reality of water resources utilization in Anhui province, according to the basic principle of comprehensive, objective, scientific, characteristic and comparable, refer to the domestic and foreign advanced experience, we can establish a influence factor system which is practical,can reflect and measure the connotation and characteristics of the water consumption of ten thousand Yuan GDP in Anhui province. This paper collected the influence factors of these four aspects which are the natural resources, social environment, economic development & industrial structure and science, technology & education management of it in the period of 2001 to 2013, used the multiple regression model of the principal component analysis method to measure and analyze the 23 factors such as the natural population growth rate, the urban water consumption rate, treatment rate of urban sewage, water saving irrigation area and R&D expenditure accounted for the proportion of GDP, and ultimately had to determined the key influence factors of water consumption of ten thousand Yuan GDP in Anhui province which are the area of cultivated land per capita, urbanization rate, water-saving irrigation area, the first industry output value accounted for the proportion of GDP, the high-tech industry output value accounted for the proportion of GDP.These five factors reflect the effect of the four aspects which are the natural resources, social environment, economic development & industrial structure and science and technology & education management to water consumption of ten thousand Yuan GDP in Anhui province. We choose the data of the key influence factors of 16 cities in Anhui province in 2013 to analyse with single factor analysis of variance respectively and we concluded that there are significant differences of the area of cultivated land per capita, water-saving irrigation area and the first industry output value accounted for the proportion of GDP among Huaibei area, Jianghuai area and the area south of the Yangtze River. There is no significant difference of the urbanization rate, the high-tech industry output value accounted for the proportion of GDP among these three areas. Based on the natural and climate condition among the regional cities and the similarity of the level of social & economic development, through the statistic analysis of figures, we estimate that there exist significant differences of water-saving irrigation area and the high-tech industry output value accounted for the proportion of GDP the area of cultivated land per capita, urbanization rate and the first industry output value accounted for the proportion of GDP among cities is small and there is no significant difference...
