Maintaining more batches and higher tracking precision of ballistic target puts forward higher requirements to multi-target tracking in the limited radar resources. Waveform agility technology was introduced into the multi-target tracking problem, considering the tracking accuracy requirements and constraints of radar resource, waveform agility technology can improve tracking performance and make a reasonable allocation of resources radar.Firstly, this paper researches the selection of tracking coordinate system in ballistic target tracking and establishes the motion model based on the Singer model during the free-flight portion of its trajectory and the measurement model with the introduction of radial speed, then this thesis improves the initial problem of the filter using two points difference method.Secondly, this thesis improves the waveform agility method based on covariance control. Agile methods based on covariance control only consume only fifty percent energy and one-tenth bandwidth compared to traditional waveform agility. So it reaches the desired tracking accuracy and reduces the corresponding radar resource consumption.Thirdly, introducing the covariance control idea to the traditional adaptive data rate algorithm, this paper proposes three kinds of data rate agility algorithm based on covariance control. Simulation shows the data rate agility can effectively reduce radar energy consumption compared with waveform parameter agility. In order to achieve the advantageous of the variance covariance control method and data rate agility, a joint waveform agility algorithm is proposed. Simulation shows it consumes only 24 percent energy of waveform parameter agility, but its bandwidth consumption increases by only 8 percent.Finally, introducing minimum gate volume to logic track initiation algorithm, this thesis proposes a track initiation agility algorithm by controlling gate volume to reduce amount of clutter, which improves success rate and accuracy of track.
