The Power Grid Dispatching Secondary System is based on computer and communication technology,which provides security and technical support for the operation and management of the Power Grid Primary System, implements effective monitoring and control, helps to improve the stability and security of the Power Grid Operation.With the development of the Power Grid, the Service support and technology assurance of the Dispatching Secondary System become increasingly prominent. Operation & maintenance department also increases along with the number and type of The Dispatching Secondary System, which makes the limitations of the traditional monitoring means more prominent. In real life, the monitor and query of different Secondary System information cannot be centralized, and the information of operation condition and system alarm are Scattered in different monitor terminal, which is hard to detect abnormal system in time; In addition, the monitoring of operation condition information and service conditions for the Secondary System Still rely on its own alarm function,that cannot be found in time in the event of a system failure by outside.The Power Grid Secondary System is a technical method which can ensure a safe, steady, economic and reliable power net operation. But each system runs independently according to business characteristics, Operations staff are scattered in different functional departments, also caused a poor concentration in the operation of the Cities And Counties Dispatching Secondary System, and there are large differences in the operation.Besides that, since the demand for the distributed energy access and the motor side interaction has risen steadily, the complexity to the grid’s operations has been added, so that make the pressure of the decision get more and stronger which the dispatchers need to face. Therefore, the safety problems of The Secondary System will be taken into the decisions about Risk of Operation, which is extremely important to the mixedquantitative assessment.According to the technology needs of The monitor towards safety production in the electricity industry, this paper presents a automatic system that carry on the real-time monitor to the original Secondary System, which can achieve the function of the real time data acquisition. Warning analysis, chart shows, graph and column chart generation, Chinese reports generation, accident comprehensive processing and other functions. The system Based on the Flex/Extjs+Struts2+spring+Ibati framework, used java language. After detailed requirements analysis, the Target System includes Design and Implementation, System Management, Business Management, Computer Lab Management, Statistical Analysis, Abnormal Warning, Real-time Monitoring, Collection and Management.The application of the target system, which can collect and monitor the operational parameters of the Secondary equipment and systems, and send a real-time warning notice according to the predefined alarm rules about anomalous data, which make them easier to be discovered abnormal events and be taken measures on time,and provide conditions for safe and steady operation of The Power Grid. It can achieve a high level in automation that make the whole power grid production field unmanned and realize the condition that nobody is needed on duty(or few on duty).It achieves high level automation in power stations monitoring.
