Since 2000, traffic jams have occurred often a little. By end of 2015, traffic congestion has become issues even around the world. As it is known to all, it has conducted a terrible dangerous influence on traffic congestion. If the current technology can make a timely and accurate identification for traffic congestion which has happened or will have accrued in the future, then it can make an efficient, prompt and reasonable strategy of preparation for the job to overcome the problem of traffic condition. This will certainly be able to minimize the negative effects brought by traffic congestion, and lead a substantial increase in the level of the entire operation of urban road traffic system.Due to the used traffic discrimination existed the situations such as high confused equipment installation, easily affected by the circumstance, sensitive parameters are difficult to obtain, and so on. This thesis proposes a traffic congestion identification designation based on tags and readers. In order to distinguish traffic condition, a linkage system by tag, reader, intersection traffic control and other equipments was established. The intersection of the vehicle, input and output of the vehicle number, update rate, traffic lights and other parameters are obtained through the electronic tag and reader. Conjunction with the national regulations for the definition and identification of traffic evaluation system developed in this thesis. Finally, through the VISSIM simulation software technology, it is proved that both of the methods can discriminate well on the traffic state of intersection, the accuracy rate is over 90%. It also can provide the certain foundation for future traffic state identification.
