Vast majority of construction enterprises still use the traditional model in which the project cost control is given priority to accounting afterwards. To a certain extent, this model is not worthy of reference because it is usually empirical analysis. Therefore, in order to improve the economic benefit, construction enterprises must carry out technical and ideological innovation, look for a set of model which is suitable for their own development.This paper is based on a large number of literature, the relevant project management theories and methods, combined problems that exist in the process of the expansion of Mindong Marine Environment Monitoring Center business building. Meanwhile, the text applied the method of value engineering, ABC classification, and earned value method and other methods from various angles, formulated a set of comprehensive and scientific project cost control scheme. Firstly, it expounded the meaning, content, process, tools and methods of project cost control; Secondly, it introduced the basic situation of the expansion project such as construction background and conditions, the construction content and function orientation, basic general situation of the project construction schedule and cycle; Thirdly, this article estimated the project cost according to related estimation rules; And then, based on project cost plan, using the earned value method, we carried out the deviation analysis on the cost control situation of this project and found that in the construction stage there are different degree of cost overruns and progress lag issues; Lastly, from the actual situation of the budget stage, bidding stage, construction stage and final accounts stage,using value engineering method, ABC classification, and earned value method, we made the corresponding cost control plan.In theory, this paper applied the literature material analytic method, inductive deductive method and contrast analysis method to research project cost control; In practice, it used the earned value method on Mindong Marine Environment Monitoring Center business building expansion projects for the deviation analysis and used value engineering method, ABC classification method according to the theory basis to practice case. Also, on the basis of theory of project cost control, we designed a scientific cost control optimization from the actual situation of the expansion project.The innovation of this topic is mainly manifested in:On the one hand,it broke through the past limitation on research, changed traditional cost control model, tried to improve and perfect present model based on the specific construction projects; On the other hand, using Mindong Marine Environment Monitoring Center business building as a case study, it analyzed the project cost control during construction and further designed the processes and optimization.
