With the development of modern intelligent system and wireless communication network construction, theirs characteristics have been widely used in our life. Intelligent network traffic access network transmission system, which is based on data communications transmission technology, computer technology, electronic sensor technology, control technology, is possible in the whole wide range of ground transportation management, play to the role of accurate, real-time, efficient integrated transportation management system, and is the future direction of the transport system.The building of transportation intelligent network transmission access network systems inevitably there will be issues related to project risk, schedule, and quality management because of professional, changing environment, high technical requirements, involving wide level, complex construction. Base on the status of the pre intelligent transportation system implementation experience and dynamic environment system, the author analysis the current project’s progress management and risk management, and in the process of implementing the project to achieve good results.Project schedule control, project limited period in order to economically reasonable schedule for the projects identified in advance as the basis for the entire construction process of inspection, supervision, guidance, correction. Use project management schedule management tool- network planning techniques critical path method to determine the project’s critical work to ensure that the focus of attention in the course of project implementation. But also to take into account the implementation process of the project from the investment, quality, schedule control goals, avoiding the pursuit of a single goal to achieve a simple, and affect other aspects.Project risk control, to explained management and the progress of project, and apply the research results entire project risk control activities, and laying the scientific foundation implementation of the project. Use of project management tools-network technology in AHP, from risk, risk analysis, four risk identification, risk control and other scientific modeling to identify key points of risk control.In this paper, based on the modern intelligence system, also combined with Sichuan Mobile Environmental Power Systems and Shuangliu County traffic situation has designed and completed the Sichuan Mobile Traffic intelligent network system project with project progress and risk management. Explained in detail the project design, equipment procurement, operation and maintenance during the progress of the project and risk management details, succeeded in controlling the project schedule, reasonably avoid the risk, and thus control the entire project schedule to achieve the desired objective rational and efficient completion of the project.
