The restorative control of the risk of large blackouts is an important issue of modern power system security defense. Units start-up is the base of it. The key of units start-up is that how to optimize it according to the actual status in the restoration process. Therefore, how to select units reasonably is the key to optimal its strategy of start-up. The solution strategy of units start-up is the optimization problem essentially, hence, the primary research of the paper is on the basis of solution of optimization problem based on PSO. Therefore, we propose PSO and IFS to solve the optimal strategy of units start-up, and analyze the relative problem of units start-up. The main work and the fruits are as following:Firstly, we confirm the possibility of improvement and improved direction with analyzing the circulate mechanism, the principle, convergence and its shortcomings of premature convergence.Secondly, the key problem of units start-up of restorative control after the risk of large blackouts is analyzed. The common optimal strategy is based on the experience of work and objective function and the solution method can be improved further. Based on the analysis of some relative factors of strategy of units start-up, the objective function and restriction is proposed. The 0-1 integer programming model of strategy of units start-up is set up. And the strategy of units start-up with different cycle is proposed to solve the units start-up with restriction of time.Thirdly, to the problem of measuring population diversity of the particle swarm in operation of PSO algorithm, Intuitive Fuzzy Population Entropy(IFPE) is proposed based on analyzing the behavior of the particles. Then this paper proved its efficiency.Fourthly, to study the principle of the binary discrete PSO(BDPSO) algorithm with sufficiency. Then analyze the factors which may affect the final solution and IFPE’s transformation in seeking process by the way of experiments. On basis of previous study, two types of Intuitive Fuzzy DPSO(IFDPSO) algorithms and algorithms(IFDPSOs) which derived from IFDPSO proposed. Through analyzing and comparing those algorithms with BDPSO by a set of examples, IFDPSOs are found to be better than BDPSO on 0-1 knapsack problems.Finally, based on the analysis of units start-up characters and the factors which may influence units start-up, the strategy decision support system of units start-up based on IFDPSO is developed. The optimal strategy of units start-up based on the platform is validated and the algorithm is proved to be valid by the comparison and analysis of the normal strategy, different initial power, strategy under different optimization period of time.
