A Study On National Economic Appraisal For DS Southhighway Project

National economic appraisal is, according to the principle of reasonable distribution of resources, to analyze and calculate the net contribution of national economy from the project and value the project’s economic rationality, which is subjected to some ways as shadow prices、shadow exchange rate、social discount rate and so on. Any project should be subjected to the social economic evaluation before its in, and national economic appraisal is the main part of social economic evaluation taken by our nation, through it can conclude whether the project is rational, then understand whether the input and output of the project will improve our national economy. DS south highway project no exception, it’s necessary to take the national economic appraisal. So the paper do the whole appraisal for the project from the national economy perspective.Research methods used in this paper include Socio-economic survey method, the dynamic economic analysis methods, qualitative and quantitative analysis of a combination of analytical methods. Among them, the socio-economic survey method used in data collection, to have a research on DS south highway project-related aspects of in-depth and detailed investigation and research, and to get a large number of scientific and rational data. Dynamic economic analysis methods used in the specific sections of the project economic evaluation, mainly in the aspect of promotion for national economy, which mainly use the net present value method, the investment rate of return method and the payback period method; qualitative and quantitative analysis method of combining the two aspects of the application, in theory, the use of basic knowledge of Economics, to achieve qualitative research; empirical, making a quantitative research using the relevant data with the statistical methods.Specifically, the paper is divided into six parts; each part of the outlined is as follows:The first part is an introduction, introduces the research background and research purposes, domestic and international projects relating to economic evaluation research present situation and development trends, the main contents of this article and research methods, and pointed out the possibility of innovation and research.The second part is the theoretical basis of national economic appraisal of highway project. Introduced from the following four aspects:First, through intention、goal、requirement and principle to outline national economic evaluation; Second are theories of national economic evaluation encompassing shadow price theory and consumer surplus theory; Third is the way of national economic evaluation by the way of cost and revenue. Forth is the content of national economic evaluation, including chosen of parameter and sensitivity analysis.The third part is the outline of DS south highway project. Mainly incorporating:The first is to summarize the project situation through background and traffic demand analyses; The second is investment analyses, including technology levels、construction scale、investment estimation and raising funds.The forth part is to choose parameters. Mainly including:first, the abstract of parameters chosen, Secondly, determine the shadow prices; Thirdly, conclude social discount rate, Forth is to determine passenger travel save time value, including time value theory、factors of passenger travel save time value、calculate passenger travel save time value、the way taken by our country of computing time value.The fifth part is the national economic appraisal for DS south highway project. The first is to describe main parameters; then to describe cost adjustment; The third is to state national economic evaluation benefit calculation; The forth is to analyze the liquid of cost and fund; The fifth is to practice the sensitivity analyses and then make a conclusion for above-mentioned content.The last part is conclusion and suggestion and looking into the distance. First is to draw a conclusion for the evaluation to prove the project practicable and to enact. Then to make advices for the project. Last is to look into the distance for the future national economic evaluation, such as the chosen of parameters、something about the way of cost and benefit.
