The national highways need to be developed faster since there are not enough highways and the national highway network has not completely formed in China. In January2010, the State Council approved the "National Highway Network Plan", which will optimize the road network structure and promote the internal and external transportation efficiency and capacity in western regions, thus it will be conducive to the comprehensive, coordinated and sustainable development of the national economy. Highway is the only means of transportation in Longnan city of Gansu province, but the inconvenient traffic is an important factor restricting the social and economic development of the city. Without highways in its territory, Longnan is extremely inefficient and incapable in transportation by relying on its present roads. In addition, the city has been badly damaged by earthquakes. Therefore, it is particularly practical to carry out the feasibility study of this project.Based on the above research background and the reviews of related theories, the author of this thesis firstly analyzes the social-economic and transportation conditions of the project area. It is located in the conjunction area of Gansu, Shaanxi and Sichuan provinces, which covers a broad geographical area and has a prominent social influence. Though the local economic output is relatively, the area has faster economic growth and obvious regularities in development. It is a picturesque area with abundant resources and huge economic development potential. It has a big transportation demand, but its highway construction is lagged behind and transportation capacity is weak, so the transportation problem has become the bottleneck in its social and economic development, and the local government and people earnestly hope to construct highways. Secondly, the traffic survey, analysis and prediction have been carried out in project area. According to the highway network layout and the social-economic features in the project area, the author works on the interval investigation over the years on the traffic volume at traffic observation stations, observes the typical section traffic and studies the automobile OD survey. The base system model has been adopted to predict the social and economic development of the project area, providing the development speed and indexes for different stages of social and economic development in future years. Since the road traffic volume is closely related to the social-economic conditions, industrial structure and layout in the project area, the regression analysis has been adopted to select main elements to establish the relationship model between national economy and traffic volume in the project area. The flux analysis has been used and the highway traffic volume is predicted through using "four-stage method". And then the author estimates the number of major projects to reckon up the investment value and work out the feasible fundraising plan tailored to the condition of Gansu province. Finally, the author evaluates the project. The project condition and non-project condition are compared to evaluate the national economy. The fiscal status of the project is assessed through fiscal analysis prior to fundraising and the finaical viability analysis under the circumstances of government loans’repaying. The environment is assessed through analyzing the environmental impact of constructing projects and countermeasures are put forward to mitigate the adverse environmental effects. Moreover, the social evaluation mainly analyzes the social impact, inter-adaption and social risk. The evaluation results show that the project is feasible because it is capable to resist certain risks and can bring about good economic, environmental and social benefits.
