With the rapid development of China’s economic construction, road building had created brilliant achievements, which made a positive contribution to China’s economic development.During the 10th Five year, transportation has developed rapidly. The acceleration of highway construction provided a good traffic environment to the reform and opening up,attracting investment and private economic development.As construction projects not only have a common feature of general merchandise, but also can be noticed as the social public goods, which is with much other inherent specificity,such as along investment peri od, the high amount of investment, long payback period, participating departments, units, personnel etc. Therefore, road construction cost control and management owns relatively complex nature and multilevel nature. If the construction costisout of control, it will result in great waste, but also to operate the late greater pressure. Good cost control throughout the highway construction project is of great significance, good highway construction project cost control and management can play an important role in building a harmonious society of today.This paper overviewed the cost of the project management theory at first, including cost management concept, content, project cost management principles, and project cost management procedures and processes, in order to provide a project management theory and research method basis to this article. Then, it briefly introduced the basic situation, project background, the need for construction, construction, content, etc., of Leshan to Yibin Highway Project.After that, it estimated the cost of project Leshan to Yibin Highway in the WBS way. and used the EV method to calculate the actual cost of work performed, according to the project budgeted cost of work scheduled and the reports of project performed. We got the conclusion that the actual cost was less than the budgeted cost. On this bias, we gave the reasons why the cost is over than the plan during some months, and we also provided the measures to solve the problems during the cost control.This thesis is trying to put theory into practice, to achieve scientific and effective project cost management objectives, to address the practical aspects of management, but also to provide effective help for other road construction project cost management.
