Under the background of developing market economy in our country, the construction industry is facing fierce comprehensive competition pressure, and as one of the important processes, cost control also brings unprecedented challenges to the construction companies. Cost control is a process that every project must experience, effective cost control has great significance to control construction cost, grasp progress, even manage quality, so in the premise of guarantee the quality of the project, how to control project cost effectively, make efforts to reduce costs, ensure the construction schedule, and improve the economic efficiency, will become the key to the survival and development of construction companies.This paper mainly studies the applicability of earned value method to the cost control of water conservancy engineering projects, and analyze how to use it to realize the effective cost control of water conservancy engineering projects. On the analysis, this paper selects the yangzi river baimaosha regulation project as its research object, analyzes the reasons of the cost and schedule problems during the progress of implement, and puts forward corresponding measures according to the certain reasons, and carries out them. With the push of the project schedule, inspect the effectiveness of the measures which are put forward according to earned value method, so that to verify the applicability of earned value method to the water conservancy engineering project indirectly.This paper first introduces the background of cost control research and the relevant background of baimaosha regulation project, and uses the literature review method to review the research of cost control at home and abroad, the analyzes the status and application fields of earned value method, and then choose the right point of view to analyze the cost control of the project, through collating, I find that more researches are concentrating on optimizing the earned value method in theory, in the aspect of application, they are involved in construction industry, forestry, marine industry, and other fields, seldom involved in water conservancy engineering project, which provides space for this study. Second, on the basis of elaborating domestic mainstream cost control theory, it analyzes the advantage of earned value method in contrast to other cost control methods, to give an explanation of selecting it as the research method, and explains the basic concept of earned value method, including its assessment factors, analyzing variables, and the main steps, etc. The combination of earned value method and the water conservancy engineering project is a great innovation of this paper, on the basis of the second part, the third part of the paper uses the combining method of qualitative analysis and quantitative analysis, to introduce the present situation of the baimaosha regulation project, through earned value analysis, find the problems and put forward the measures to solve these problems, late in engineering investigation, analysis the implementation of the project, the cost data shows that the economic benefit of the improved project is superior to the early stage of the project, it shows that the earned value method can optimize the cost control of the water conservancy engineering project, and verify the effectiveness of the method when applying to water conservancy engineering project, and provides the reference for other water conservancy engineering project.
