Power system is the basis of civilized society. It’s important to use energy efficiently for environmental management and social development. According to "Twelfth Five Year Plan", the total consumption of energy consumption need to be controlled and the comprehensive utilization of energy need to be improved by constructing Smart Grid. So it is important to take control of electric power resources development and to communicate Smart Grid to the users. The communication issue can be solved by the designed communication manager of power system. It is designed by the dual-core board, and the utilization of energy can be improved with it. There are some points in designing.(1) The overall framework of the system has be built firstly.Functional analysis and overall design was finished including connection between system, hardware and software.(2) The hardware design based on STM32 dual-core has be finished secondly.A dual-core board is used as the master, which can achieve high-speed data exchange through the SPI. It can improve the reliability of the whole system by division of labor with two MCUs. Anti-interference ability for data communication was significantly improved by isolating the power and the signal. The watchdog module, memory module, clock module, debug module and power module have been designed.(3) The Software Design based on μC/OS-Ⅱ has be completed to coordinate the hardware.The software is designed for master and slave. They are based on μC/OS-Ⅱ operating system, and designed different task threads.Communication quality between master and slave, PC and the system has been improved by different bus. Software upgrades can be done with ISP.(4) System Test has been done with this designed system.A large system tests for the function and stability show that this designed system is stable and reliable.The communication manager designed has the advantage of high versatility, expansibility and stability. It also has the features of short development cycle, low maintenance costs. It can improve the energy efficiency by using with smart meters and can be widely used.
