The real estate industry has developed rapidly in recent years. Even the selling of real estate has weakened after the financial crisis and China have introduced a series of policies to curb the purchase of housing, but the housing prices have no significant decrease. The real estate industry plays a more and more important role in the national economy and people’s lives. At the same time, there have been many outstanding real estate enterprises with the rapid development of housing industry, which cause the fierce competitive in the real estate industry. The development of the real estate industry has been a huge challenge under the national environment and the change of market environment. In order to improve their competitiveness and seek development, enterprises must carry out their own management. The cost management plays an important role in the development and management of real estate projects. Therefore, when facing the fierce market competition and tight real estate regulation policy, the real estate enterprise must strengthen the management and control of the cost to obtain better economic benefit and realize the maximization of profit and improve their competitiveness.This paper used the basic theory of project cost management with reference to the research from the domestic and abroad, chose the "Xing Fu" garden construction project as a case study after the relating concepts of real estate project had been defined, with the method of using of normative analysis and empirical analysis and the method of combining qualitative and quantitative analysis. The basic situation and the current status of cost management of the "Xing Fu" garden construction project were first introduced and analyzed in this paper. The research results found that there have some problems in the cost management of this project. The cost management consciousness is a bit weak; the cost management system is not very robust; the phase’ evaluation of this project is lacking; the lag time issues of cost control exists on. The whole project is divided into investment decision stage, design stage, construction stage, completion stage and sale of five stages respectively.Based on the above analysis, we analyze and generalize the influence factors of the cost management and propose appropriate measures and control methods. We can not ignored the cost management at any stage of this project and realize the integrity and dynamic of cost management.Based on empirical analysis of the cost management of the real estate construction project of "Xing Fu" garden in W city, the purpose of this paper is analyzing the cost management of real estate construction project and obtaining cost management measures to solve the practical problems, with combining with advanced theory and method of cost management. Through the study, I hope it can provide some experience and reference for real estate development enterprise conducting cost management and control, reducing the cost and improving market competitiveness.
