Heterogeneous terrain areas are mostly highland areas or border areas, which have larger differences of terrain conditions, more poor areas, more resources, more minorities, and more prominent non-equilibrium of inter-regional highway network. In the environment of inter-regional highway network non-equilibrium, it is necessary to explore the development of coordination stability degree between regional highway network and all aspects of society to verify whether the non-equilibrium can be accepted, and thus discuss how to make coordination and stable development between the highway network and all aspects of society.This paper, based on The National Natural Science Fund Project "The heterogeneous terrain conditions of highway network equilibrium"(51208053), studies the stability of heterogeneous terrain highway network on the basis of analyzing characteristics of heterogeneous terrain topography, economy, society and highway network. The first is to make clear the connotation of heterogeneous terrain regional highway network equilibrium and the connotation and the characteristic of heterogeneous terrain highway network stability, and distinguish their relationship; then based on the connotation of heterogeneous terrain regional highway network stability and highway network evaluation research results, a comprehensive and systematic heterogeneous terrain evaluation index system is constructed from three aspects of the highway network index, social benefit index and economic benefit index. The various indicators of the determination and calculation method are described in detail and the definition and calculation method of each index is also given in this section; Putting forward the method to evaluate the stability of heterogeneous terrain regional highway network based on the triangle model, which is constructed by the comprehensive evaluation of three kinds of index system represented by highway network, social benefit and economic benefit, and the recognition method and recognition criteria of regional highway network stability level is given; The development of regional highway network stability method is put on the basis of the highway network equilibrium and stability, that is, taking the non-equilibrium impact degree and the weight of each index into consideration when regional highway network develops stably, and checking and analyzing on the stability level of regional highway network after regional highway network stability development; Finally, taking Yunnan Province as an example, screening out the highway network stability evaluation index system in Yunnan province according to the actual situation of Yunnan Province, the Yunnan’s sixteen states highway network stability are evaluated by using the evaluation method of highway network stability- triangle model. Each city of highway stability is developing and its stability level after regional highway network stability development is checked and analyzed. The results can be used for reference in the highway network planning and decision makers.
