Research On Safety Risk Identification And Evaluation Warning Problems At The Road Transport Of Dangerous Goods

Recently, with rapid economic growth in China, dangerous goods transport industry has developed rapidly. Because of road transportation of dangerous goods at an early stage, many problems have appeared in management, so that the transportation accidents have been increasing. Due to casualties, property loss and environmental pollution dangerous accident causing, which have threaten to social orderly development, it has drawn great attention of governments and relevant departments. How to avoid the accident, make the harm to a minimum, carrying out the road transport of dangerous goods safety risk identification, evaluation and early warning and make the right response is that dangerous goods transport management authorities are very concerned about problems in our country.This paper firstly gives a brief overview of related risk theory about road transport of dangerous goods, and analysis in the field of risk identification, risk evaluation and early warning research achievements and deficiencies; Road dangerous goods transport accident data are the basic of risk identification, evaluation and early warning research. Through data collection and sorting, it has been counted in cargo type, time, province, roads and conduct statistical reason to find the degree of cargo type affect accident, accident peak time, most provinces, high frequency section and the main reason; Based on the accident data, using the grey correlation method identify the risk of dangerous goods transport, it shows that the influence of the main causes of the accident is the management factors and personal factors. According to this conclusion targeted, China’s road transport management department could improve and perfect; Using fuzzy comprehensive evaluation model on risk assessment and early warning, through risk probability and consequence loss to build risk matrix, it has the effect of thermometer to the national road transport of dangerous goods regulations. Through nearly five years dangerous accident examples of fuzzy comprehensive evaluation, according to the warning instructions it has given corresponding emergency safeguard. This article is aim to establish a more perfect system of risk of road transport of dangerous goods for transportation departments and enterprises to provide some reference value.
