| With the rapid development of industrialization in China, production and transportation of dangerous goods are increasing year by year. It is too easy for hazardous chemicals to cause accidents during transporting dangerous goods because of its hazard characteristics of flammable, explosive, corrosive and toxicity. As the most common and general transport mode of dangerous goods, road transport has been accident prone in recent years, which has caused huge losses to people’s life and property safety and the surrounding environment.However, facing all kinds of major losses, the solvency of insurance program development is obviously insufficient nowadays. Therefore, the road transport of dangerous goods has become a public safety problem that people pay close attention to.Firstly, the research status, development trend and existing problems of dangerous goods transport risk analysis at home and abroad are systematically summarized in this paper. Based on them, the causes of road transport accidents of dangerous goods are analyzed and the main influencing factors of the risk are identified through statistics on the accident cases. From the analysis we can find that most accidents are not caused by single factor, but the result of multi coupled factors, so the mechanism of risk coupling also need to be studied. In this paper, from four aspects of human factors, material factors, environmental factors and management factors, the evaluation index system of dangerous goods road transport is constructed. The risk is quantified using the analytic hierarchy process and the weight value of each index is calculated by Yaahp software. Then, the coupling model of road transport dangerous goods risk based on the AHP is built. The coupling value of each factor is calculated and the coupling interval is divided. The underwriting schemes of carrier liability insurance in different levels are optimized. Finally, examples are combined in order to verify the scientificalness and practicability of the model, the optimal insurance scheme is chosen and the risk management of the carrier enterprises is also enhanced at the same time. |
