Traffic congestion is always the major problem of the city around the world. In today’s global advocate energy conservation and emissions reduction, bus priority is considered to be an important means to ease urban traffic problems, improve transportation efficiency and promote sustainable development of transportation and urban. In the cities of our country and many developing countries, conventional ground transportation system bears the main city’s passengers. However, the efficiency, level of service and reliability of bus system is still very low. Lots of exclusive bus lanes have been built to ameliorate bus system,and giving priority to transit has been adapted as a basic politics in many countries including China. Under this condition,the research of bus signal priority theories,an efficient tool to improve travel speed and reliability of bus system is very important and significant.Firstly, this paper shows that the position of the bus stop in intersection will affect the implementation of control strategy effect for the bus signal priority. And then, the docking behavior characteristics of bus are analyzed correspond to the classification of stops by its setting position. The impact on traffic for both road stops and intersections stops will be discussed, and taking the actual position of fifty-eight bus stops in Xi’an Xiaozhai area for example, so the bus stop should consider setting up nearby the intersection. Taking the bus stops and the intersection into coordinated consideration, the intersection stops station in downstream are better than in the upstream downstream regardless of the theoretical analysis, data simulation or engineering specifications.In the control strategy of the bus signal priority, the bus signal priority optimization model and bus priority application generation model were established in considering the mutual influence of the vehicles queuing of downstream stops and the operating status of the bus system. Based on Webster’s model, the scientific and rational intersection signal control optimization was ensured that the green ratio determined by passenger proportion, proportion limited, minimizing delay per people, in the case of considering passenger traffic. On this basis, this paper determines whether to give the bus priority, according to the bus queue of downstream stops whether "overflow" and buses’ arrival time whether "early", so the prediction model of bus’ arrival time was the key to the system of judgmentFinally, this paper was considered Yanta Road-Yucai Road intersection and its downstream stops as the example, and north of imports arriving bus traffic was imitated, and the proposed signal timing optimization model and control strategy was proved using mathematical calculations. The results of the case study show the feasibility and effectiveness of the control strategy.
