With the quantity of urban vehicles rises rapidly and the pressure from urban traffic management increases constantly, “Parking difficult” has gradually become the key factor that influences city traffic. Under the limited resources and funds, the ways that control demand and increase the parking space can not fundamentally solve the problem. Building Parking Guidance and Information System(PGIS) has become the focus in many cities. In the PGIS, information publishing mode is mainly guidance display, how to choice the reasonable position of guidance display is especially important. In addition, it is important to establish a scientific evaluation system to evaluate the construction of future PGIS and the improvement of existing systems.Based on consulting a large number of literature at home and abroad, this paper has made some researches on the location of guidance display and system comprehensive evaluation in accordance with the technical route of system function demand, structure design, system implementation index, the location of guidance display and system comprehensive evaluation, which relies on the idea of building large systems. It mainly contains in the following sections:First, the research background and the purpose of this research is introduced. Then the development of parking guidance system at home and abroad is summarized. The method of locating of VMS is discussed and the method of the parking guidance system is summary. On this basis, the research direction and the specific technical route of the paper are proposed.At the second part, according to the location of guidance display in PGIS, considering the factors of guidance display location and combined with the Analytic Hierarchy Process, this paper construct the layout model with maximum variable information board effectiveness as the goal considering the human factor, namely the number of intersection distance event location. Then genetic algorithm is designed to optimize the solving steps of genetic algorithm, the coding method, fitness function and genetic operator the design. Finally, the result was simulated by VISSIM, and the experimental results were analyzed. The results shows that: the established VMS positioning method is more superiority.At last, an evaluation system is established for the comprehensive evaluation of the Parking Guidance. The system consists of 5 one-level indicators and 19 influencing factors, the former includes the investment benefit of software and hardware, the operation effect of parking guidance, the related technology of parking guidance, the driver satisfaction and the environmental satisfaction. Combined with expert scoring method, the paper gives a fuzzy comprehensive evaluation method of Parking Guidance; the specific application of the method in parking guidance comprehensive evaluation is also demonstrated by an example.
