In recent years, the globalization of economic development spurs the world trade to a stable growth and thus boosts the rapid development of the international shipping industry. In order to meet the needs of large ship, more requirements were put forward for the development objectives of ports. The rapid development of port not only brings considerable economic benefit, but also provides higher standard and challenge to the operation and maintenance. The port construction sector needs to solve which way can be better to take advantage of the original channel and which plan should be made for construction project.To prevent frequent maritime safety hazard with increasing traffic,a fuzzy logic model describing how factors affect channel safety was constructed. Based on the multilevel index system,the weight of factors was regarded as the foundation of the model building. By analyzing the traffic volume, channel conditions and visibility, the channel safety level was studied with the help of membership function and if-then rules.The research established port operating system simulation model by analyzing the number of ships, channel throughout and service level. The simulations focused on three factors: channel safety, one-way and two-way line, and queuing rules. Compare the impact of channel capacity based on different conditions,give the contribution to channel capacity. In conclusion, this thesis has great value in both theory and practice.
