Abstract/Summary:
Fuzhou Port is located in the southeastern part of China and the west coast of the Taiwan Strait.It is one of the main hub ports along the coast of China,the major foreign trade port along the coast and the important trade port between Fujian and Taiwan..With the increase of port cargo throughput,the enlargement of port construction scale and the increasing concentration of ships,the risk of water vessel navigation has been increasing.Therefore,it’s so important to carry out the research and countermeasures of vessel traffic safety evaluating,to analysize the reason of water traffic accident,to find and develop targeted measures for reducing the port water traffic accidents and preserving the construction of safe ports.This paper takes Fuzhou Port water traffic safety management as the main line,with the risk factors in the process of production and operation to solve the entrance through on-the-spot investigation,questionnaire survey and visiting maritime departments,and the comprehensive evaluation methods are applied to research the Fuzhou Port Minjiang seaway shipping traffic safety,through the application of traffic safety evaluation model,which are combined with the ship maneuvering simulator,evaluation of marine traffic safety through sea route to Fuzhou Port in Minjiang River,and gives reasonable and effective countermeasures.The detail results are as follows:(1)It carries out risk analysis of ship navigation environment and traffic condition in Fuzhou harbor waters and identifies the main factors affecting navigation safety in Fuzhou Port waters.According to the results of expert surveys,it determines the weights of each influencing factor of the system;(2)It establishes the evaluation model of ship traffic safety in Fuzhou Port areas by using fuzzy comprehensive evaluation theories and methods;(3)It evaluates the traffic safety risk of ships in Fuzhou Port waters,and puts forward some countermeasures to improve the traffic safety of ships in this area.
