With the rapid development of the city and the city heating demand grow with each passing day, the central heating is faced with hitherto unknown challenge. This requires engaged in central heating cause business to in the urban central heating the overall planning of comprehensive consideration, Coordinating urban heating system in existing and proposed the development of heat source, the deep urban centralized heating system heating potential, urban heating network transmission capacity to play to the maximum.In this paper, the urban central heating system development present situation and the existing problems, Xingtai City Heating planning status and urban heating index were introduced in detail, the heat load of the heating were predicted based on the analysis of the problems existing in the present situation of Xingtai City Heating planning, in the analysis of the relevant processing strategy based on the proposed countermeasures to solve the problem of Xingtai City Heating planning, and comment on planning environmental effect. Reseaches showed that Xingtai City the main heating management enterprise mainly Jizhong energy heat and power plant of Xingtai and heating company, division of heating for 42 partition, the heating main line reached 49.5 kilometres. Xingtai City heating status is divided for centralized heat supply planning is not in place, equipment aging backward technology, net charge of laying fallen, the lack of relevant policy support and heat fee collection rate is low.In order to solve these problems to determine the position and scale of 7 source planning, plan and set up eight of the heat load and removal of 91 coal-fired boiler, also made the corresponding consideration in cogeneration and new technology application, and make a detailed plan of the heating pipes and heating stations.Through the planning, it is expected that the consumption amount of coal each year to reduce 202.74 million tons, soot emissions each year to reduce 5.51 million tons, the annual SO2 emissions reduction 3.61 million tons, achieve the purpose of saving energy and reducing emission.The combined heat and power(CHP), removal of coal-fired boilers and optimized arrangement of heating pipe network heat supply plan, and the Countermeasures of effective use, in Xingtai City and its surrounding areas, economic development, urban construction, urban environmental improvement will play a positive role, but also for the benefit of mankind, energy conservation measures.
