With determining the national smart grid development strategy, as the cornerstone of the smart meter construction has also been a great development space, China State Grid Corp according to their own needs, formulate and issue a series of technical specifications conform to Chinese conditions and technical standards. At present, smart meters are to be a trend which cannot be halted the tendency to gradually replace the traditional mechanical ammeter, ordinary electronic type electric meter. Compared with the traditional electric meter, intelligent electric meter with high precision, complete function, stable performance, with automatic monitoring and repair functions of the system, which greatly facilitates the power electricity to the residents of personnel management. The design of the three-phase remote fee control intelligent electric energy meter, the functional requirements of network reference country meter on three-phase intelligent electric meter and the design specification, in addition to having measurement function, but also has the collection data, two-way communication, remote prepaid, blackouts monitoring, anti electricity theft monitoring and control the user load switch role.Firstly, this paper introduces the background of the development of intelligent electric energy meter, describes the development status of domestic and abroad current intelligent electric energy meter, and puts forward the main functions and technical indexes of the three-phase remote control of smart meter costs design. Then the paper focuses on hardware design of intelligent meter, taking ADI company ADE7858 threephase metering chip and ARM Cortex-M3 kernel based on MCU LPC1766 as the core, adopts modular design technology, introduces in detail the function and work principle of the power supply module, measurement module, microcontroller module, RS485 communication module, infrared communication module, load the control module of the key circuit. The software from the software engineering point of view, uses the modular design thought of object oriented, the electric energy meter software is divided into several independent function modules, each module has independent development, form a unified and standardized; uses the interface between modules, convenient access and call, the function of each module can be configured according to specific needs, the whole software design makes easy development and maintenance. Finally introduces the debugging system for intelligent electric energy meter, and the accuracy requirements, electric energy meter, electrical insulation performance requirements, electromagnetic compatibility, software function is tested and verified in detail, and gives the specific testing report.Detection by China Electric Power Research Institute issued a qualified report can be drawn: the design of the three-phase remote fee control intelligent electric energy meter is a reliable performance, strong anti-interference capability, accurate metering of electric energy meter, fully meet the China State Grid Corp on the threephase remote control of smart meter costs requirements, has the broad application prospect.Finally, the development of intelligent meter made a prospect of the development of communication, will continue to promote the rapid development of interactive smart meters to the intelligent, networking, multi function, man-machine.
