Barracks in cold regions is an important material foundation to logistics and key to protect military training and fulfill living requirements. With the continuous development of military modernization, implementing building energy efficiency measures can help save defense expenditure, improve the living and working conditions of officers so as to improve combat effectiveness.Barracks building in cold regions faces with the dual demands from both climate and logistical requirements. On one hand, the harsh climatic conditions of the terrain and the warm requirements is very high; On the other hand, there is the shortage of operations and very high demand of equipments, which requires to develop The barracks building energy-saving programs.For cold regions barracks saving program evaluation, military requirements of the problem is analyzed, a problem-solving model is proposed based on evidence reasoning problem, and the proposed method is validated by one case study. The main work is as follows:(1) The demand for cold regions related to military barracks energy efficiency program evaluation issues is analyzed. First the characteristics of the terrain and climate conditions and cold weather geographical region are introduced. And then the requirements and standards under the current construction of barracks, and barracks for the final analysis of the impact of energy-saving construction and cold regions, are described.(2) A regional assessment model cold barracks energy-saving programs is established. The key factors affecting the barracks energy efficiency program evaluation is analyzed, and the objectives of the program based on this evaluation model are constructed. The model consists of four schemes, including the construction schedule, building size, building envelope thermal performance, and the ventilation and greening, which are further divided into fifteen sub-indices(3) An evidence-reasoning-based model is proposed. First, the energy conservation programs proposed barracks evidence-based reasoning model. The method requires first determine the activated rules and their weights. And then using the evidential algorithm, the conclusion parts of the activated rules are integrated. The result is given in the same belief structure.(4) Three cases are studied to validated the proposed evidential-reasoning-based approach. Using the three-layer model, one benchmark case is assessed using the proposed appraoch. With the benchmark case, two improvements are further studied as comparison to the benchmark case. Cases study results validate the efficiency of the proposed approach.
