In this article we mainly validated and analysed "The detailed rules for the implementation of the Xinjiang Uygur Autonomous Region residential building energy efficiency design standards in severe cold and cold regions"(XJJ001-2011), and provide theoretical basis for the next step to revise this detailed rules and formulate a higher energy efficiency standards.In this paper, we divided the energy-saving design partition in87counties of Xinjiang according to the nearly10years (1996-2005) of meteorological data of Xinjiang meteorological bureau. Through analysis the known average solar radiation intensity and heat transfer coefficient of building envelope correction factor of22counties and cities, using the Kriging interpolation method, we calculated the other65counties and cities average solar radiation intensity and heat transfer coefficient of building envelope correction factor. We built benchmark building model for calculate heat consumption according to the building shape coefficient, the area ratio of window to wall and the limit of the heat transfer coefficient of each part of building envelope in severe cold and cold areas, calculated heat consumption in various weather conditions and compared the results with the heat consumption of "The detailed rules for the implementation of the Xinjiang Uygur Autonomous Region residential building energy efficiency design standards in severe cold and cold regions"(XJJ001-2011), put forward to the contents which need to further revise.
