| Safety is the crucial goal of power construction project succession. As the main source of safety investment, the effective management of safety expense cost is one of the most important contents of power construction project safety management. Although China has taken special management to the safety expense cost, but for the short period of practice, the laws and regulations of safety expense cost management are still not perfect. This article is to analyze the problems emerged in the management practice of safety expense cost in power construction project.Firstly, the development of power construction engineering and its safety production situation will be analyzed. And the content arrangement will be expounded according to the former study.Secondly, the present management situation and crucial problems of safety expense cost in power construction project will be proposed. The present management situation is mainly based on the related laws and regulations, including extraction, range of application, process of payment and supervision. The crucial problems come from the results of interview and questionnaire investigation.Thirdly, measures of these crucial problems will be proposed according to the engineering practice and techniques. The prediction of safety expense cost is realized by the Support Vector Machine, using project cost estimation, project duration and the safety level of project environment as predicting index. The optimal allocation of safety expense cost is based on the Grey Relational Analysis. As to the part of safety expense cost management assessment, Analytic Network Process is implemented to get the weight of index. The indexes are divided into four division, quantity, allocation structure, launch schedule, management activities. Furthermore, responding assessment scoring table is proposed.Finally, measures of improvement would be used in project practice to validate the practicability and effectiveness. |
