Study On The Construction And Planning Of Chongqing Metropolitan Area Beautiful Village Under The Background Of New Urbanization

In response to the requirements of the "new normal" and social and-economic transformation in the field of urban development, the China`s central focuses on pushing the policy of “New Urbanization” in recent years; continuing the focus on three dimensional rural issues, the China`s central takes “Beautiful Village” as an important support for the transformation and upgrading of countryside, agriculture and farmers. In the perspective of Chongqing, the metropolitan area`s urban-rural integration is advancing rapidly, the urban-rural relationship has regional and epochal characters; the Beautiful Village is still in the establishing stage, whose theory and practice is relatively few, but it has a good prospect and needs to explore their own development and planning mode.This paper analyzes the international and domestic resources and the environment, rural development, Beautiful Village policy and other relevant background, summarizes the relative theory researches and practice experience at home and abroad, carding the guidance document of the Beautiful Village construction of the level of Chinese national and Chongqing, elaborates Chongqing, Chongqing metropolitan area and Beautiful Village in Chongqing metropolitan area, finds its “three consistencies and three conflicts” features and six problems about urbanization quality, urban and rural space, society, economy, income and institutional effectiveness by studying urban-rural relationships of Chongqing metropolitan area.This paper also takes Hufengshan, Jiti, Yinhe, Shengtianhu these four Beautiful Village pilots in Chongqing metropolitan area as the research object, and summarizes their advantages and predicaments through data collection and fieldwork. etc. Based on a series of studies, this paper chooses the goals and values of the Construction of Beautiful Village in Chongqing metropolitan area, and extracts the development and planning elements. Carrying out the concept of ecological civilization, considerging the development of economic industrial, administration and social, cultural and life, ecology and scene and the space levels of macro, medium and micro, this paper proposes the realizing routes of Beautiful Village wich including development modes(low-carbon economy as the media to promote the industry competition and cooperation; participatory governance and management, stimulating the vitality of the main body; shaping social culture, reconstruction the public life; integration of related planning, implementation of protection and control) and spatial planning modes(rural neighborhood spatial development mode, homogeneous space cascaded mode, flexible eco-space mode, extending TOD space development mode, spatial context growth mode, traditional settlement motif mode). Finally it prospects modern Beautiful Village of Vernacularism from the perspective of urban and rural area balance.
