Exploration Of Gradually Advancing System And Method Of Villagers Participation In Village Planning

In 2008, The Urban and Rural Planning Law of the People’s Republic of China, hereafter referred to as the urban-rural planning law, was officially formulated and promulgated. The basic principle of carrying out public participation in the process of urban-rural planning was established in the form of state law for the first time. As one of the important part of urban-rural planning system,public participation in village planning is increasingly valued In the context of livelihood oriented public policy. Since the past ten years, we have made pretty progress in village construction regulation, living environment improvement, rural economic development and so on. However, the traditional village planning process which includes the Top-Down rural planning making and implementation system, singular government administration and expert making plan makes village planning and construction in the autonomous region unsatisfactory. For the reason of breaking away from actual background and neglect of actual need, program failure and social conflict still happened time after time. In one word, the absence of villagers’ participation is an important cause of these problems. In addition, Guangzhou, Chengdu and Chongqing have already made useful explorations on the issue of villagers’ participation in rural planning.In 2013, Nanchuan district of Chongqing promoted a new round of beautiful countryside planning and construction work and put forward specific requirements on villagers’ participation. By a series of field investigation on the actual effect and will of villagers’ participation, a critique analysis from the perspective of subject, method and system, and studying the case of domestic and foreign advanced theory and experience. The paper integrates gradually advancing participation into the whole process of village planning, constructs both the system of participation in the planning making and implementation stage and the system of relative achievement, and summarizes the participation process and technology method which match the gradually advancing participation system.There are five sections, which could be divided into three layers of basic research, problem resolution and system exploration in this article. Chapters 1 and 2 are the foundation of the research.The first chapter is the introduction, telling something about the background, objective, and methods of the villagers’ participation and defining the concepts of village planning and villagers’ participation. The first chapter finally puts forward the research methods and research frame of this paper on the base of a brief overview and analysis on related researches at home and abroad. In the second chapter, the author first makes a brief presentation to the six basic theories related to villagers’ participation in the process of village planning and introduces advanced cases from Britain, South Korea, Hong Kong, Guangzhou and Chengdu. Then the author analyses those successful experiences on public participation system and technique methods which provides reference for optimization and establishment of the villagers’ participation system and method. Chapters 3 focus on problem analysis. The author first makes a comprehensive introduction to the overview of village planning and participation system in Nanchuan district of Chongqing, the author then makes a series of field investigation on the actual effect and will of villagers’ participation in five villages. In the end, the author summarizes problems of the system in theory and the practice and analyzes the causes and characteristics according to the project experience and research results. Chapters 4 focus on the exploration of the system. By taking problems as orientation and using relevant cases for reference, the author puts forward the core idea of villagers’ gradually advancing participation and optimizes the system of villagers’ participation in the planning compilation stage. The author also constructs the system of participation in the planning implementation stage and the system of achievement in the whole process according to the needs of villagers’ participation in the current village construction process.The author then discusses the Technical method and process of villagers’ participation from the perspective of villagers. In the end, the paper makes some expansive thinking of the auxiliary mechanism which effects the public participation in village planning.
