Research On Public Participation In Village Planning Of Panyu & Huadu, Guanzhou

China has almost 700 million peasants. They made a great contribution for the development of the country, but their voices have long been ignored or suppressed, Almost entirely excluded from the system of decision-making. The promulgation and implementation of"Town and Country Planning Act", was an end to the long-ignored state of rural areas in the discipline of urban planning, Unfolded in the preparation of the village planning, established institutional system of public participation, and gave farmers the opportunity to express their wishes during the process of building their own home in the system. This in itself is a historic event. But given the opportunity is just the beginning. How farmers can express their wishes? How to guide them to express their wishes? The wishes expressed will be how to treat? Problems need to be answered by one with the details of the system.Guangzhou has established a relatively comprehensive institutional system of public participation and made practical application during the Preparation of Village Planning, which has been covered since the start in 2007. This provides a good platform and opportunity for the author to study the existing institutional system of public participation and the practice, also to explore the performance in the practical application. The full text is expanded mainly from the following aspects:The first chapter is an introduction. First, it describes the origin, background, purpose, Then it defines the important concepts, the research object and scope related to this paper and makes a brief analysis and summary about domestic or foreign research. Finally, it proposes the research method and framework in this paper.The second chapter is the basis of public participation. Mainly through the research on development process and the basis about public participation in developed countries, preparing a good theory for the one on public participation in village next.The third chapter is the case at home and abroad. First, it uses the approach of literature and comparative to make a detailed research on successful experience from system and practice in public participation from the process system, organization, technical methods and systems characteristics. Then, it summarize the common characteristics, and provides reference for the establishment and improvement about institutional system of public participation in village planning.In the fourth chapter, first of all is a comprehensive introduction about the general information of village planning and the system of public participation in Panyu & Huadu. Secondly, it's an objective assessment of the effect of public participation by the method of questionnaire survey. Finally, it is an summary and reflection of the problem, and analysis of it's characteristic and causation, which is base on the work experience and interview.In the fifth chapter, firstly I redesign the participation system of the stage of planning, and build the participation system of the stage of implementation, on the basis of the basic principles. Secondly I define the establishment of two assistant organization and four assistant mechanism, make sure that the system works efficiently. Finally, I make some thinking about the the non-institutional factors of the problem that impact the public participation of village planning.The final chapter firstly conclude the achievements, the innovation point and the deficiency of this research, and then the Prospects for further research proposed.
