| Urban and rural planning as a public policy is related to the development of the region and the interests of residents.So,it is very necessary to guide the public to participate effectively in urban and rural planning,in order to protect public interests and improve the scientific and rationality of the planning.In the 1990s,our country has been the practice of public participation in urban and rural planning,but it developed relatively slow.Currently,in most regions of our country,the development of the research on public participation in urban and rural planning has been unable to meet the growing demand for democracy,especially in small developing cities.Changshu City is one of the typical small developing cities.The research on the public participation in urban and rural planning of Changshu City can fill the gaps in the current study,and provide reference for other small developing cities.First,the author comprehends the current domestic and international theoretical research status and some excellent practical experience through the literature research method which needs to read a lot of literature.And then the author forms the theoretical foundation of the research.Second,through questionnaire and interview investigation with the government,planners and the public,combined with author's working experience in Changshu City Planning Bureau,the author comprehend the current status of the public participation in urban and rural planning of Changshu City including the main ways,procedures,forms,participation degree,participation effect and so on.Third,find the existing problems of the public participation in urban and rural planning of Changshu City and analyze its causes.Finally,taking the overall planning of Changshu City as an example,the author puts forward feasible suggestions which are about ensuring the implementation of public participation,improving the degree of public participation and enhancing the effect of public participation. |
