Public space as one of the important component of urban space, figured prominently in urban space system and even the core position. Public space as an important carrier of the modern metropolis, is the exchange of people, carrying an important space for group activities, are an important part of city life. Under the trend of globalization, liberalization and capital, the value of public space not only hosts public events. From capital of view, public space of construction is upgrade space associated of important node, for economic activities in the reduced trading cost improve trading efficiency has important meaning, public space is constitute city built environment unique and authenticity of important factors, promoting city in competition in the attract working capital; from social fair of view, capital of and market in pursuit economic efficiency of while will led to space development of not balanced and raised social space of polarization, and public space as a public items, The spatial redistribution of resources plays a role of adjusting social contradictions.Spatial redistribution of urban design as a tool to address urban problems of market liberalization by controlling the production of public space, active involvement of urban physical and social space in the development, coordination and distribution of space benefits. So as to promote economic development, alleviate social conflict as well as the purpose of improving the quality of urban space environment. In the practice of urban design in space is not only dealing with a larger space increments and single from on the scale of the problem. In the optimization of incremental expansion and storage space, and inevitably involves core issues such as property transactions, transfers in the new era.In order to more clearly delineate the relationship among the three, articles by combing the literature, associated spatial economic theory in economics, discusses the space from the perspective of resource allocation efficiency and fairness. Then through the welfare economics of public space dominated by supply and market economics of public space resources configuration parsing, and urban design, property in space practice by played of role and up to how of role, combines practice in the specific case of analysis, summarized in view of efficiency and fairness relationship of the three. In market capitalization and globalization context, definition of property rights is to reduce transaction costs, prerequisite for improving economic efficiency and promote capital accumulation. In the field of space, space is a commodity, and to facilitate the movement of goods and capital accumulation, it need to closely to the space and property rights as a whole.Urban design must demand of capital accumulation through the adjustment of spatial relationships to improve the efficiency and reap greater economic surplus. In the production of space, promote capital accumulation primary job is defined the spatial property, so as to stimulate space trading.—The urban design associated with the definition of property rights and transactions together.Market capital accumulation results inevitably lead to social polarization. In this case, the space of urban design as a public resource redistribution tool, need to play the spatial justice role. On the optimal allocation of public resources, actively involved in the daily life became an important work of urban design. As a result of space allocation of public space, it is played the role of associate, impact on economic development, social and daily life. Production involves the public space of spatial distribution of property rights and space problems, these are the basic elements of urban design.Resources based on property rights, public space and urban design study on the relevance of the three, at last put forward measures to promote sustainable spatial public goods supply, hoping to provide space-optimal allocation of resources in the new period with theoretical and practical experience.
