At present,our country is in a period of rapid development of urbanization,but a series of problems of urban development such as urban land use shortage,environmental pollution,traffic congestion,inadequate infrastructure,ecological imbalance,Rural land protection crisis,etc.,these problems have seriously affected the sustainable development of the city.Take the connotation,intensive,three-dimensional urban development is an inevitable choice for our cities.Underground space is a strategic new urban land resources.The development and utilization of urban underground space(hereinafter referred to as underground space)is an important way to improve land use efficiency,expand urban space capacity,improve urban ecology and enhance the city's overall carrying capacity.Development is of great significance.However,at present,there are many problems and shortcomings in the development and utilization of underground space in our country.The underground space is almost free of charge in the "public land" state,leading to the irrational exploitation of underground space and the waste of resources.Therefore,in order to make full use of underground space resources and avoid "tragedy of the commons",it is gradually becoming an important issue for scholars to study underground space as a kind of paid-for resources and evaluate its value.Underground space has different functions and uses,correspondingly with various economic,social and environmental values.The research of this paper mainly studies its economic value.This paper starts with the resource attributes of underground space and analyzes the resource attributes and economic attributes of underground space resources in our country,such as exhaustible,regional and multi-use,especially for the special attributes that may affect the development and utilization of underground space resources In-depth analysis is conducive to a better understanding of the connotation of the value of underground space resources for the further study of the value of underground space resources foundation.Secondly,define the ownership of underground space resources,and then put forward the legal basis for the value assessment of underground space resources based on Article 36 of Real Right Law on the basis that "the right of use of construction land can be set up on the surface of the land,on the ground or underground respectively".It is clear that the assessment of the value of underground space resources is an assessment of the right to use land for underground space construction.At the same time,the method of evaluating the value of underground space resources is discussed,and the application prerequisites and applicability of various traditional land valuation methods to the assessment of underground space resources are analyzed,which lays the foundation for the research on the method of valuation of underground space resources.Finally,based on the above research,this paper proposes a feasible evaluation method for the value of underground space resources,and selects some underground garages,underground shopping malls and subway shops in Hangzhou as an example.By using the evaluation method proposed in this paper,The economic value of resources was evaluated and analyzed in order to verify the feasibility of the proposed evaluation method.
