Urban regeneration is a process that modern cities will have when developedto a certain stage. By learning advanced Western philosophy, combined with thelocal actual situation, after decades of continuous improvement and development,Taiwan’s urban renewal has formed its own complete set of theories and systems.For the urban regeneration of the mainland China, its experience is worth summaryand learning.In accordance with the two periods which are before the promulgation andafter the rights transformation promulgation to divide, sort the research related toTaiwan and the mainland and summarize the concept of urban renewal in Taiwan,the implementation of objectives, implementation methods, and supporting theimplementation of the main method. Through the comparative study of urbanrenewal environmental between Taiwan and the mainland, clearly understands thedifferences between economic system, land ownership and land use rights due toexisting differences. But the causes and purposes for the urban regeneration o fTaiwan and mainland China are the same. So the implementation of Taiwan’s urbanrenewal approach under through the property theory is able to learn and apply inmainland China. From the perspective of property rights, the use of economics ofproperty rights and property rights related theories of ethics, respectively, fromproperty transactions and the fair allocation and efficient comprehensive analysisof two aspects of the implementation of Taiwan’s urban renewal approach andpresented to the appropriate inspiration to the mainland China.First, from the perspective of efficient property rights analyze Taiwan’s urbanrenewal transaction implementation methods. Sublimation theoretical basis ofefficient trading of property rights, namely the mobility need to regulate propertyrights trading platform; decomposability property ownership requirements defined;property defines the behavior of people’s behavior. Detailed interpretation of urbanrenewal in Taiwan efficient transaction of property rights theory for three specificimplementation of the proposed method. Also from the perspective of propertyrights and efficient trade issues related to urban renewal of mainland China toanalyze and put forward four points corresponding to the mainland China tochange implementation strategy, namely the transformation of the old types ofclear property rights; treat different types of real estate; constrained power thescope of the rights and the establishment of a sound monitoring mechanism.Secondly, from the perspective of fair allocation of property rights analyzeurban renewal implementation in Taiwan. Summarizes the fair allocation of property rights related to the theoretical basis of the property requires a clear valueto be distributed, non-excludable public property rights need to stimulate andcompensation, property requirements clear interest income allocation model.Detailed interpretation of urban renewal in Taiwan for three fair allocation ofproperty rights theory proposed implementation approach. Similarly fair allocationof property rights from the perspective of the mainland China to analyze issuesrelated to change and put forward three reform implementation strategy for urbanregeneration of mainland China, namely the establishment of rigorous scientificevaluation system; establish equitable benefit distribution mechanisms andappropriate incentives.
