Our country is with a shortage of water, at the same time the rivers in addition to the source, are subject to different degrees of pollution, the vast majority of cities downstream segment into class Ⅴ or bad Ⅴ water, water crisis has before now.The urban hydrosocial cycle system in a state of health can play its normal ecological function and social service function. Unscientific, rapid urbanization will disrupt the water balance, cause deterioration of water environment, lead to unsustainable development of the ecological system. In the chongqing liangjiang new area as an example, researching and analysising Urban water dynamic balance and health evaluation can provides a scientific basis for the urban water environment recovery and the sustainable development of water resources. In this paper, the main research contents and results were as follows:1) Discusses the connotation of urban social water system, research and analysis the current situation and existing problems of urban social and economic development, water resources, water supply, water used, dewatering in the Chongqing Liangjiang New Area. Basic information: The urban water system is mainly composed of elements such as water resources, water supply, water used, dewatering. There are About 2.2446 million permanent resident population in the Liangjiang New Area with a total area of 1200 square kilometers, regional GDP of more than 1400 one hundred million yuan. The source water quality of the Yangtze river and jialing river water which located in Liangjiang New Area is good. The extraction of jialing river as the main water sources, water withdrawals accounted for about 75%. The total water supply is 590000 cubic meters/day, sewage volume is 403600 cubic meters/day in 2012 in Liangjiang New Area. The main problem: sewage treatment, water penetration remains to be further improved;Water security and non-traditional water use needs to be improved;2) Further study the theory of the urban healthy hydrosocial cycle, for the first time to the introduction of the urban ecological civilization construction to Theory of the urban healthy hydrosocial cycle system, enrich the theory. The healthy hydrosocial cycle refers to increasing the non-traditional water recycling of the hydrosocial cycle system,reducing the social withdrawals, the leakage of water, and the amount of pollutants from social circle into the natural cycle of water. The healthy hydrosocial cycle is benign and sustainable cycle.3) Based on the demand of urban ecological civilization construction, according to the principle of evaluation index system Settings, select a representative, scientific index factor, analysis to determine evaluation method, build the index system of urban healthy hydrosocial cycle, determine the evaluation hierarchy. Index system of urban healthy hydrosocial cycle divide into the target layer, criterion layer and index layer three levels. Index layer include per capita water quantity, water penetration, per capita water, sewage treatment, sewage treatment facilities of green coverage rate, proper, per capita GDP and other 21 indicators.4) Analyse the composition of water use and effluent, build the water balance model of Liangjiang New Area. Through the study of the different changes of the hydrosocial cycle’s input and output values, to reflect the urban water balance of Liangjiang New Area. Found the current problem is that Liangjiang New Area exist large amount of leakage of the system of social water cycle system, to need for backward, imbalance of water supply and drainage, water treatment facilities, non-traditional issues of water use is less;5) Build the index system of urban healthy hydrosocial cycle of Liangjiang New Area, calculating weight, study the water demand prediction, take the status evaluation and predictive evaluation of hydrosocial cycle system of Liangjiang New Area. The water demand of Liangjiang New Area is 1.36 million cubic meters/day in 2020. Present situation and forecast the integrated evaluation value is 0.587, 0.673, respectively. Grade evaluation of the system is general health and health.6) According to the results of the status comprehensive evaluation, predictive evaluation results as well as the dynamic analysis of water balance, water demand forecasting. Take the strategic analysis of the hydrosocial cycle system of Liangjiang New Area. To strengthen the healthy hydrosocial cycle system, take the following measures: Push for the management mode of defining demand by supply. Increasing non-traditional water use;Moderate water, reduce the leakage rate;Add sewage treatment facilities, improve sewage treatment and other measures.
