General secretary Xi Jinping pointed out that to deal with the water crisis and ensure water safety,the key link is water saving.Colleges and universities are big water users and water-saving ones.In 2019,the China Water Conservancy Association and the China Education Logistics Association jointly promulgated the "Water-saving University evaluation standards.".The promulgation of the standard provides a unified standard for the evaluation of water-saving level in Colleges and universities.However,China has a vast territory,uneven distribution of water resources in the north and south,and differences in people’s water use habits.It is difficult to reflect the regional differences by using a unified standard for evaluation.Combined with the implementation of the three-year action plan of water-saving colleges and universities in Wuhan,the author found that there are some deficiencies in the evaluation index system of the evaluation standard for water-saving colleges and universities,such as the relevance of some indexes,the lack of emphasis,the lack of comprehensive indexes,the unreasonable hierarchical structure of the system,and the unsatisfactory horizontal comparison effect.These problems lead to the difference between the final evaluation results and the actual water-saving situation in Colleges and universities.In order to make the evaluation results more consistent with the reality,this paper intends to optimize the evaluation index system in the evaluation standard of water-saving colleges and universities,aiming to build a set of evaluation index system suitable for water-saving colleges and universities in southern water rich areas,and take a university in Hubei Province as an empirical case to verify the applicability of the evaluation index system.The main conclusions are as follows:(1)The optimized evaluation index system is composed of three parts.The system is composed of target layer,criterion layer,and index layer from top to bottom;criterion layer I is water-saving management and water-saving technology;criterion layer II is three secondary indexes that can represent water-saving management and two water-saving technology;and index layer is 24 evaluation indexes that can directly reflect water intake,water use and water-saving of universities.(2)Empirical evaluation research.This paper selects a university in Hubei Province as the representative school in the southern water rich area,and evaluates the university with the newly constructed evaluation system.The results show that the university belongs to the water-saving University under the newly constructed evaluation system,which is consistent with the actual water-saving level of the University,and verifies the applicability of the evaluation index system in the southern water rich area.The potential of water-saving is analyzed according to the unqualified indexes,and the suggestions of water-saving improvement are put forward.(3)Comparative analysis of new and old index system.By comparing the new and old index system,we can see that the new evaluation system in this paper is clear and independent in terms of scientific rationality;in terms of emphasis,the new evaluation system gives each index specific weight value through AHP,which can more intuitively compare the relative importance of each index;in terms of hierarchical structure,the new evaluation system is more effective In the aspect of index integrity,it increases the policy implementation,water-saving carrier,contract water-saving,utilization rate of unconventional water sources,allocation rate of water measuring instruments and leakage rate of water using instruments,which enriches the integrity of the evaluation system;in the aspect of horizontal effect contrast,it can be improved through the water-saving scoring mechanism established by the newly constructed evaluation system Intuitively judge the level of water saving among different universities.
