Water is the basic and strategic resources of the survival and development of human society. In recent years, the urbanization process, due to too much emphasis on the economy of the urban water resources, ignoring the laws of nature and health of the urban water cycle, leading to the problems of urban water pollution, water and ecological deterioration, restricted the harmonious development of the city, especially in the urban water shortages caused by natural, social and other factors, has become a bottleneck restricting the sustainable development of many cities. Therefore, in order to break the constraints of the shortage of water resources for urban development, and to promote the healthy development of the cities that are short of water, water scarcity type of urban water resources, is studied from the following contents:Start from the analysis of meaning and characteristics of urban water resources, the urban water shortage situation and the reasons are illustrated. And proposed the improvement measures for the water crisis from a macro perspective, the concept of sustainable urban water systems is then builded;Second, starting from the concept of natural cycle and social circle of water, the connotation and extension of the healthy circulation of water shortage urban water are deeply studied, and the hydrological effects of the requirements and the inherent requirements of a healthy circulation of water shortage in urban water, and water circulation system of cities that are short of water are builded.In third, with lack of water city water demand prediction as the starting point, a variety of water shortage city water resources optimal allocation scheme are put forward; in particular, when the water shortage city has many kinds of conventional water resources, a more precise intensive water supply pattern should be adopted, so as to use the conventional water city resources reasonably.Fourth, from the perspective of the water quality, it is proposed that the key point is sewage resource reused, and improved the regeneration and recycling of the sewage in the water shortage urban; At the same time, it repairs urban rainwater hydrologic cycle, it makes the rainwater resources maximize the use.Fifth, from the point of view of the sparingly water, it is proposed effective water-saving measures for the city short of water. such as deepening of integrated water resource planning and demand management, and follow the law of the urban water cycle, improve the management system, rational development and utilization of water resources, improve water use efficiency and effectiveness, and increase the depth of wastewater treatment and reuse, truly urban water integrated management, and improve water resources healthy circulatory system.Finally, for example, the typical water shortage in city in North China - Langfang City, will be applied to a city short of water healthy water cycle system theory is practical to the Langfang water system construction. To ensure the safety of the Langfang main city water supply at the same time, over-exploitation of groundwater supplies repair, shut down Wells, treasure far alien tune water; to create a beautiful landscape and the whole city water system to provide effective protection, moist air, improve people’s livelihood comfort and happiness; healthy circulation of the water shortage in urban water systems, to maintain the balance of Langfang city’s ecological environment, and laid the foundation for sustainable socio-economic development of the Langfang.
