Multi-project management is a comprehensive management activity, which involves parallel operation and contention between the projects, aiming at maximizing the overall interests of the goal. In the shipbuilding process, segmented manufacturing involves complicated procedures and a wide variety of resources. Labor alone to prepare plans has been unrealistic. The conflicts from multi-project implementation, the ship enterprise project management demands higher requirements. We study the hull block manufacturing process through multi-project perspective to help grasp the overall progress of the projec t among the various options. An effective scheduling algorithm is of major significance to improve business efficiency.Firstly, we give a detailed analysis for the segmented manufacturing process of the ship particularly in the hull section to consider the most important resource site resources. Then we summarize and analyze constraints like process constraints, space constraints, and information transmission constraints. Meanwhile, we introduce the theory of MAS(Multiple-Agent System), which is applied to solve complex issues. Then the idea of the MAS introduces the modeling, combining the characteristics of the multi-project. We establish the site resources scheduling model based on MAS. Conflicts between global and local objectives are discussed. We define the role of Agents and capsulate them.Secondly, the multi-project problem is divided into three stages for the problem model we propose. The first phase is the local s cheduling of a single project. We search for some better solutions through GRASP(Greedy Randomized Adaptive Search Procedure)and VNS(Variable Neighborhood Search). The second phase is adjustment. The mediator in the MAS collects the information and adjusts every single project scheme as a whole to get a multi-project scheme. The third phase is the coordination. There are some scheduling plans which are called contracts. We use mediated single text negotiation method in the coordinated mechanism for coordination and optimization. It provides coordination and cooperation between the agents with a more reasonable way of communication and consultation. The whole system has a certain degree of global optimization. We use an example to prove the efficiency of coordination. It can gi ve a balanced plan to the most projects.
