With the continuous development of urban transport planning, microcirculation bus came into being to a public transport solution to solve the " last mile" problem of passengers. Under the background of "bus priority", public transportaion is also showing a multi-level coverage. The microcirculation bus is at the micro level in public transport system, and plays an important role on the transit of coverage and continuity. There is not a lot of research on microcirculation bus. At a critical development period of public transit, the research to sort out microcirculation bus’ operations management and to find out the development strategies is very necessary.Firstly, the article analyzes the market demand for microcirculation bus. When introducing the characteristics of microcirculation bus,it is divided into two categories. One of them is microcirculation bus for connection, the other is microcirculation bus for serving sparse region.And two categories of microcirculation bus are introduced in detail.Secondly, the article also analyzes the four modes of microcirculation bus operation, the three cities’ management modes of microcirculation bus and three line modes of microcirculation bus, which is focusing on Part-Demand Responsive Transit.Thirdly, the article takes Guangzhou’s microcirculation bus for an example to sum up the problems of microcirculation bus,basing on the analysis of operational metrics and coverage indicators.Finally, the article puts forward the development strategy of microcirculation bus, including the strategies for microcirculation bus operation, line mode selection strategy and the subsidy model of microcirculation bus. In line mode selection, it establishes the vehicle scheduling model for point deviation, and compares the quality of service between the fixed line and the point deviation.In the subsidy model,it establishes the subsidy model for microcirculation bus, which cost based on the cost of regulation and service quality. And calculating the subsidy for three lines is to prove the validity of model.
