In the recent years, the expressway network of our country has developed rapidly. However, some advanced highways, owing to the rapid increase of the traffic volume and the severe overloading, have been damaged seriously in the early time and a large amount of highways, which are open to traffic, have entered the period of repair and maintenance. the highway maintenance has become a main development trend, which, in turn, decides that the promotion of the economical, efficient and easy-operating preventive maintenance methods become a significant research direction.The paper, focusing on the current situation and existing problems in the research of the modified emulsified asphalt and surface treatment technology, researches the performance indexes of the waterborne epoxy resin modified emulsified asphalt and the rock asphalt modified asphalt through the addition of the admixture into the modified emulsified asphalt. Then, the surface treatment mixture with high performance is made according to the design proportion of emulsified asphalt, aggregate, water and mixture. The bearing wheel,based on a new type ofmain-drive-wheelpavementsurface materialaccelerated loading test system is designed and exploited by South China University of Technology, realizes the genuine imitation of the interaction between wheel and pavement through the rotation of the specimen wheel driven by friction wheel to assess the pavement performance of the functional paving materials with high performance and conduct the research on the surface treatment with high performance.The research result shows that thewaterborne epoxy resin, rock asphalt both improve the caking property and high-and-low temperature performance of emulsion. The wet track abrasion test and the accelerated loading test in the room temperature demonstrate that the high-performance surface treatment, compared with the conventional micro-surfacing, is improved greatly in abrasion resistance, skid resistance and water-damaged resistance, and it can increase the lifespan of pavement drastically and has a good prospect in promotion and application.The paper, based on the accelerated loading test system, puts forward the indoor evaluation system for the high-performance surface treatment and builds a foundation for the material design and indoor evaluation methods of the surface treatment of the waterborne epoxy resin modified emulsified asphalt and rock asphalt modified asphalt. The experiment of paving test road demonstrates that waterborne epoxy resin is a good material for the asphalt modification. In the end, based on LCCA theory, by using benefit-cost ratio method, set ten years as the anaylise cycle, anaylize the engineering economy of high performance surface treatment, waterborn epoxy resin modified emulsfiedasphalt surface treatment has high benefit-cost ratio, has obvious economic advantage, has both good road performance and feasible in application, is high performance surface treatment, this technology, comprehensive analysed, can be used in engineering practice. The paper is a preliminary research on the high-and-low performance surface treatment measures of the preventive maintenance measures and the research achievements have great significanceinimproving the current evaluation measures and effect of the preventive maintenance.
