Qiongzhou Strait is one of the three major Strait of our nation, it connecting the mainland and Hainan Island, it’s the most important maritime channel of economy and the people’s livelihood, and also the major maritime thoroughfare of logistics and livelihood flow of Hainan Island. According to statistics, in year 2011 there was more than 56,000 ships returned from the Qiongzhou Strait, and passengers were exceed 10,660 thousand, vehicles were approximately 1.55 million,which verified that Qiongzhou Strait and is busiest sea golden waterway of China, and the lifeline of the people in Hainan. With the rapid development of Hainan, the Pan-PRD regional cooperation is deepening fast, and the economy of the Beibu Gulf Economic Zone and the ASEAN Free Trade Area booming, Qiongzhou Strait transportation has also had a chance to develop rapidly.However, the Qiongzhou Strait shipping market faced the low-level customer service problem in a long time, and unequal shipping capacity and unfair treatment in the other side’s port, cause contradictions of the two provinces. In the year 2013, under the coordination of the Ministry of Transport, all ships in the Qiongzhou Strait transportation market must strictly comply with the "Big Shift" system from September 1. What effects will "Big Shift" bring is still unknown, and whether the "Big Shift" is the best solution in Qiongzhou Strait transportation.In order to figure out the effects that "Big Shift" will bring and find a way to improve the service level of passenger ro-ro transport, this paper take the vehicles queuing system in port of the Qiongzhou Strait passenger ro-ro transportation market as the object, and made a field research of its existing business processes, port layout, operating rules, the number of ships and other circumstances. In addition, the author collected data the study needed, and analyzed the characteristics of existing business processes, then determined to separate the system into off-season and busy-season two modle, and study them separately. Then use queuing theory to analyze this queuing system, and discussed its characteristics of the system data, then propose to minimize the system cost as our optimization goal. On this basis, turned the queuing model into the Arena simulation model, using Arena simulation software to simulate vehicles queuing system under different circumstances, and test the reasonableness of our model. Moreover, according to the simulation results, comparing the similarities and differences of the system in different circumstances, then use the analytical tools called Arena OptQuest to optimize the existing models. Looking for a reasonable operating plan which could meet customers’ satisfaction, and could allow the system to achieve the lowest operating costs. This plan may provide a reference for the port operator. This paper draws a conclusion that the Port should lower service level through increasing time interval between two ships at off-season to reduce its costs. Besides, considered the service level didn’t decrease too much when of the port at busy-season, the port can reduce cost by increasing the time interval in a short time,but should keep the plan now, or decrease the time interval.
