Research On Evaluation Of Management Efficiency Of Construction Contract Based On The DBB Mode

Construction contract is the bridge and link of the construction enterprise to obtain economic benefits, and contract management runs through the whole process of project management.To evaluate the process and results of the construction contract management objectively and rationally is the key to find the management gap and improve the level of contract management. However, the evaluation results of existing contract management evaluation methods tend to contain the impact of the evaluated construction enterprises’ objective basic conditions, it essentially shows the overall strength of enterprises, but cannot reflect the degree of effective management behavior itself objectively and accurately.Based on the theory of management effectiveness, this paper proposes a method that can eliminate the enterprises’ objective basic conditions actually evaluate the management behavior itself, namely the efficiency evaluation of construction contract management.This paper, we quantitatively characterize the effectiveness of management itself through the dynamic changes of the relative performance of the contract management.This paper, firstly, analyses the current situation of the evaluation of the construction contract management through practical investigation, based on this we introduce the management efficiency into construction contract, put forward the concept of management efficiency of construction contract and defines its connotation, at the same time give a method of how to evaluate it. Secondly, this article breaks down the performance goals of contract formation stage and contract performance stage and build the evaluation index system of contract management performance using structural equation model and calculate the evaluation values of whole process and phased of construction contract management performance using fuzzy comprehensive evaluation method.Thirdly, this paper take the reference index (management performance evaluation value of previous projects’construction contract) as input variables and the current index (the evaluation value of current projects’construction contract) as output variables, using data envelopment analysis method to establish the management efficiency evaluation models of contract formation stage, perform stage and the whole process of construction contract. Finally, this paper selects 12 constructors, Obtains the construction contract management performance data through the questionnaire, according to the questionnaire results calculates each participating enterprise’s reference index and current index, and then conducts a empirical research on the efficiency evaluation of construction contract management of construction enterprises from the perspective of the whole process and phased.The result shows that, the whole process of management efficiency evaluation of construction contract can eliminate the influence of the different objective foundation conditions and reflect the degree of effective contract management behavior itself, which can help the construction enterprise to find out the gap between its construction contract management with advanced management, in turn,improve the level of management of construction contract.
