In recent years, China’s civil aviation industry develops rapidly, the quantity of flights and the size of fleet are increasing and taking the steady growth of air traffic flow. Resulting in terminal airspace congestion. So, in the case of flight traffic continues to grow, how to improve the utilization of the runway, terminal airspace operational efficiency is one of the main goals of air traffic management and an important topic of China’s civil aviation transportation industry for sustainable development. Therefore, scheduling and sequencing of arrival aircrafts in the theory study, and is applied to research the reality of the air traffic control work, to ensure the flight safety and improve the operation efficiency and achieve green flight is of great practical significance.Aircraft 4D trajectory prediction is the basis and the key of the approach aircraft sequencing and scheduling. This paper researches on dynamic sequencing and scheduling algorithms of arrival aircrafts based on aircraft 4D trajectory prediction. Aircraft four-dimensional trajectory prediction based on BADA and aircraft intention model, at the same time the real-time meteorological data added to the prediction model of wind. Using the algorithm of branch and bound to solve the aircraft sequencing and scheduling problem, and realize the control of dynamic optimization sequencing and scheduling of the arrival aircrafts with the rolling time window. In the past, most of the research is based on the static environment, in this paper, on the one hand, focus on the sequencing and scheduling of the arrival aircrafts in the dynamic environment, and realizing the real-time 4D trajectory prediction, on the other hand, this paper designed a control simulator online debugging method, verify the validity of the dynamic optimization scheduling tools. Using the Shanghai PuDong airport flight data samples respectively in four dimensional track prediction and the sequencing and scheduling algorithm are simulated.Finally, based on the above theory, analyzing the controllers’ using demands, designed and developed the dynamic scheduling and scheduling tools with the idea of object-oriented programming. Using the data from Shanghai PuDong international airport flight simulation of the tool, and through the on-line debugging with control simulator, verifies the real time demand of the tool, at the same time has friendly man-machine interface, and simple operation, can effectively assist controllers for flights in control, reduce the controller’s workload.
