In recent years, as the increasing of air traffic flow, the contradiction between limited airspace and the increasing capacity of aeronautical market and the growing problem of the flight conflict make it a urgent problem to re-plan our air space. In order to raise the utilization ratio of airspace and guarantee the security of the airspace at the same time, it’s a vital problem to the planners to evaluate the risk of conflict or collision. Therefore, the airspace planning should be based on safety assessment. Problems concerning airspace safety have been proper studied by both domestic and foreign scholars, but mainly based on airspace intervals. In the meanwhile, preliminary study concerning various levels of the airspace safety has also been carried on. In general, deeper research on the problem of safety in the airspace planning is still in need.In this paper, the safety assessment of airspace planning based on PBN has been mainly studied. In the first place, the definition of PBN is introduced. By analyzing the flight characteristics of PBN airspace planning at various levels, the framework of PBN airspace safety assessment models has been determined. Then, according to the characteristics of PBN airspace strategic planning, and in consideration of risk probability and the traffic flow situation of conflict with the conflict risk value as an index, the corresponding safety assessment model has been built. Later, a safety assessment model of PBN airspace tactical planning has also been established, analyzing the various unfavorable factors such as the duration and severity of conflict risk under a certain level of safety goal. Finally, under the circumstance that both the space structure and in/out point is invariable, a safety assessment model of PBN airspace operation planning has also been established, in addition, the weather, traffic flow, workload and other factors have also under consideration. Each model could be used in safety assessment of airspace sector, which is conducive for formulating reasonable planning schemes and to balance the risk of conflict and flight demand, therefore, to provide support for expert’s decisions.
