Due to the factor of uncertain man-hours, scheduling date of delivery, budgeting and production arrangement all have been considerably impacted. In order to cope with the impact of the transformation of the mode of production and improve the market competitiveness of enterprises, company need to develop working hours accurately and quickly. In this case, it’s an urgent matter to establish a computer-aided working hour system to improve the management level.This thesis aims to analyze the pros and cons of former man-hour system studies, improve targets based on the drawbacks and found a man-hour estimation method. Firstly, decompose the products into models in accordance with assembly craftsmanship and structures. Then decompose the products into known man-hour, unknown man-hour elements and unknown assembly man-hour, and to carry out individual model evaluation. For the each model of the known man- hours, get the man-ours through the searching for the database of the man-hours. For the parts of unknown man-hours, have a similarity match according for the topological relation, and then make an interpolating estimation for the man- hours. For the assembly of unknown man-hours, have a man-hours estimation according to database query and calculation formula. After calculate the man-hours of each man-hours carrier, adding up individual man-hours, and then get the man-hour quota of the new product.With the assistance of the new man-hour quota calculation method, a new manhour system has been established. Based on demand analysis, system design and modularity have been constructed, and the system consists of 4models which are man-hour quota calculation and management, database management, graph management and user authority management. A designing plan for system function models and database has been established. According to this plan, a computing man-hour quota system has also been developed.Last, applying the system to the actual production of a steam turbine manufacture business and estimating the man-hour of turbine parts have proved the liability of the system and also effectively improved the man-hour management level of the business.
