With the rapid development of cities, traffic congestion problem is becoming increasingly prominent, The public transportation plays an important role in solving urban traffic problems. The winter is long in cold regions, there are more ice and snow, poor weather conditions give people a serious influence on traveling, the government management department also pay more attention to improve public transportation service level in cold regions, in order to attract more people choose public transit. So finding the lack of public transport services by studying the passengers’ satisfaction level in winter, and put forward the corresponding improvement measures, provideing support for management decisions has a certain research significance.This paper aims at realizing bus service satisfaction evaluation in the winter of cold regions, First of all, based on the analysis of customer satisfaction, it is introduced into the study of the bus passenger satisfaction, the bus passenger satisfaction structural equation model is established to determine the model variables, and carrying out the questionnaire of bus service satisfaction in the cold city. Then based on the analysis of questionnaire data, using the structural equation model filtering out the main factors influencing the passenger satisfaction between winter and summer, by comparison and analysis of the index weight through the winter and summer, screening the evaluation index which can reflect the bus service features in winter, and establishing service satisfaction evaluation index system of bus lines from the angle of the passenger.By analyzing all kinds of comprehensive evaluation method, the fuzzy integral evaluation method is used to evaluat the bus service satisfaction between winter and summer, and found the defects of bus service in winter by analysis and comparison. Then carrying out the service level evaluation study of bus lines using DEA evaluation model from two aspects of public transport enterprise operating input and passenger satisfaction, the evaluation model were improved, and verifying the effectiveness of the improved DEA model. Applying improved DEA evaluation model not only get the service satisfaction level of the bus lines, and presents a non DEA efficient line adjustment direction and degree. Finally, aiming at the deficiencies in bus operation and service, this paper puts forward improvement suggestion from two aspects of bus operators and managers, and providing a theoretical basis for the city public transport planning and management in cold regions’ winter.
