Study On The Comprehensive Planning Of Qutan Town Under The Guidance Of New-type Urbanization

In the end of 2011, with the urbanization rate at 1.35 percent annually, urban population in Chinese cities reached 51.27 percent, which exceeded the rural population for the first time, it is a key node of urban society’s approaching. In the past, the traditional brutal urbanization has brought rapid development to the country. However, many long term problems posed by urbanization also increasingly trouble people’s lives. Accroding to the "new national urbanization plan(2014-2020)" to 2030, China’s urbanization rate will reach 70%, which means that, in the next 15 years, there will be 300 million farmers to complete their identity change. At the same time, we have to solve various problems which posed by the brutal urbanization in the past 35 years.This paper is based on national stratagies, opportunities and challenges of the newtype urbanization of small towns lite, Ledu District, Haidong city, Qinghai province where has brought Haidong development. This is a trend of small cities and towns in China as a whole, analyzing the problem Qutan town in terms of geographical environment and natural economic conditions, as well as development in the past encountered. From two aspects above, the main aim is analyzing the causes of the problem of the currant situation of Qutan town, which founded is in the new situation, which is aiming to resolve the problems of the future development of several key points, the natural entry point for geography, history, structure and ecological strategy.Firstly, this research aimed grasp the key structure of the industried development of the town under the internal and extend driver. Internal drivers include the natural geography, history and spatial evolution, "people- productive land" to support the labour based industrial development. However external drivers also include Forest Policy and ecological security, food safety strategy. This research analysis sub-factors for each industry category, and ultimately come under the influence of a combination of factors Qutan town industrial development path.Secondly, the study on the town territory and the spatial distribution, in based on the traditional method of forecasting population scale which is the population development of Qutan town,arguing that the natural increasment of the problem is not applicable. Addional, the "people- productive land" relationship is starting to concerning more factors in to the prediction of the population size, natural geography, history, evolution patterns, temporal and spatial distance and traffic load, public service facilities intensification of the domain space as a town to sort out the system of support elements, which come with a Qutan town characteristics, "a town of two areas, the town of Temple separation" village system pattern.Finally, in the study, the spatid distribution pattern of "a town of two areas, the town of Temple separation" will be perfect, because the old town and new town status of basic conditions are different. So the study on the process of the transformation for the two township also has a different approach. The appropriate principles of planning techniques with on the regional production, life and ecology as well as methods to solve the traditional planning techniques method is vital to achieve "integrated space layout" problem.
