This model is more widely used than ever before in this field, and it is used in more times in new fields, which greatly meets the demands of many people take part in, to participate in the diversification model, in force for the large or small company’s remaining resources and private resources open up a new road. It has changed the model which constructed by the monopoly of local government agencies in the field of infrastructure and social life of the people who is closely related to in the past, and greatly solved the financial problems that the govenments are tight in the financial arrangement, more and more improvement of the infrastructure, livelihood and public health facilities in our country was promoted, which establish the government foundation and big support for political and financial resources to achieve sustainable development.But, it is still in the beginning of the groping forward stage when commissioned by the agency in the period of loans, constructioning, returning,and final delivery, by now, there are not much successful examples for us to be used. What’s more, the project that using this method of loan and then constructioning model ususlly takes more time, costs more human,financial and material resources, when this project is structioning, there’s more workers take part in, some responsible for building, and some is responsible for the investment, others are responsile for the supervision, and there’s the possibilities of owners. In this way, the relationship is more complex, and plus that, the project in the whole construction exist many unsure factors, there’s various types of risk is easily appear. Therefore, this kind of project risk is worth taking more conspicuous on it.In my article, we take the theory of risk management in construction agent project in general which is constructioning as the leading thoughts, using the integration of learning materials and case analysis, making the construction of resettlement housing by Gangnan entrust construction as an example. Saying about the specific project approval and construction methods, through investigation in the Gangnan resettlement housing construction site with Delphy method to find guidance factors which may exist in the project and may produce a variety of effects on this, then give Gangnan resettlement housing project’s risks that it faced reference feasible strategies and mesures. The study fruit as much as possible to provides help for the future constructioning risks of resettlement housing project.
