| Rural highways are the basis of road network. They are the most important and even the only mode of transportation, which has an important influence on the production, living of peasants, the rural economic and social development, the comprehensive construction well-off society and building a harmonious society’s. The development of rural highway can improve rural transportation conditions and investment environment, and it can also increase farmers’ income, expand rural employment. Therefore, it is of great significance to strengthen rural highway maintenance management. The overall level of rural highway construction in China has been improved, since entering the new century. The problem of rural highway maintenance management is not yet resolved. The maintenance costs increase, as the standard of rural highway construction is relatively low, such as not timely maintenance of roads easily affected.According to the requirements of the principle of the construction and maintenance of the canal, if we want to further play the role of rural roads in rural economy, we must further strengthen the work of rural highway maintenance.Guangdong province, the eastern area in our country, has rich experience on rural highway construction and management, but the rural highway management doesn’t accommodate to regional economic development level, which affected the integration and coordination of rural economy and urban economy development. Taking Guangdong’s highway maintenance and management as the research object,we study the present situation of the mechanism of rural highway maintenance management systemle the problems existing in the rural road maintenance management, and analyze the deep causes of poor rural highway maintenance mechanism. Referring to some foreign countries’ experience on rural highway maintenance, we present detailed resolution measures as to enhance the development of rural highway management and maintenance in Guangdong. |
