Rural highways are the transport infrastructure with the widest coverage,the largest service population,the most universal service and the best public welfare,which are not only the main transportation channels in rural areas but also the basic and pioneering projects to serve the work of “agriculture,countryside and farmers” in the new era.Work on rural highways is an important part of the construction of a new socialist countryside,which is directly related to the production and life of farmers and to the development of rural economy and society.With the implementation of rural revitalization and poverty alleviation strategy,rural highways,as public products,will play a more important role of acting as the “army leaders” and “stabilizers”.Since the reform and opening up,Y city has accelerated the construction of rural roads and strived to solve the problem of traffic links,in accordance with the unified deployment throughout the province and in line with the principle of “first urgent and then slow,first connected and then smooth”.After decades of development,remarkable achievements have been made for rural roads,with the total mileage exceeding 8,600 km.However,due to a large amount of long-term investment in traffic and highway construction and subsequent operation and management debts,there are still many deficiencies and shortcomings in the management and maintenance of rural roads in Y city,especially in the present situation of “attaching importance to construction and ignoring management and maintenance”.In some rural areas,the phenomenon of “emphasis on construction and indifference of maintenance and management” is more serious and in some rural areas the phenomenon of loss of management and maintenance of highways is widespread.As the main contradiction in the field of rural roads has been transformed into the one between the people's growing demand for high-quality travel and unbalanced and inadequate development,there is still a long way to go about how to further improve the level of supervision and maintenance of rural highways.As the saying goes “thirty percent construction and seventy percent maintenance”,management and maintenance is the support and guarantee for promoting the sustainable high-quality development of rural roads.It is of great theoretical significance and practical value to conduct successful research into rural road management.Based on this,this paper takes the management and maintenance of rural highway in Y city as the research object,combines public goods theory,public finance theory and new public management theory,comprehensively summarizes the development background,conditions and main process of rural highway in Y city by adopting various research methods such as investigation method,historical research method,comparative analysis method and literature research method,and makes a deeper study of the current situation of rural highway management and maintenance in Y city,especially the rural highway management and maintenance system,funds,level and legal system construction.The study finds that there are still problems in the management and maintenance work of rural highway in Y city,such as unclear subject,difficult implementation of responsibility,insufficient funds,lower leveled maintenance and management,inadequate road administration and weak industry supervision,etc.The causes for the problems involve the management system,fund raising,legal guarantee system and so on.In view of the problems and causes of the research,and on the basis of the full reference of the advanced experience and successful practices from domestic and foreign countries,the paper discusses how to combine the management and maintenance of rural highways with the major national development strategies such as having strong transportation network and rural vitalization.Meanwhile,in light of the local conditions,it timely presents some suggestions and countermeasures in four aspects,such as improving the system and mechanism of rural highway custody work,establishing a stable and reliable funding security system,changing the concepts of management and maintenance and innovating their methods,and accelerating the building of a modern and developing legal system for rural roads.Besides,it innovatively suggests creating the “four demonstration areas” of rural highway management and maintenance that highlights regional characteristics and give full play to regional advantages,with an aim to provide some theoretical references for building the sample of Y city and other areas to improve the level of rural highway maintenance.
