Study On The Status Of Maintenance Evaluation And Countermeasures Of The Management In Rural Highway Of Chongqing.

This paper takes the rural highway management and maintenance in Chongqing city as a case, analyzes the main urban area of Chongqing city in Beibei, Banan, the present situation of rural highway maintenance management in Qijiang City, Bishan City and Yunyang, Kaixian and other suburban districts and counties a total of 35 counties, from the rural roads custody mechanism, custody mode, custody of funds and assessment methods and other aspects, explore the establishment of a sound mechanism of rural highway maintenance management system.The main research contents of this paper include the following aspects:(1) Analysis of Chongqing rural highway maintenance management status and problems, through the investigation of the current situation of in-depth, basic situation of Chongqing city status, the county rural road management and maintenance management system, maintenance mode, mileage maintenance funds and assessment methods, analysis and summary of experience highlights of rural highway maintenance management work, characteristics, main clear the status quo of rural highway maintenance management exists, analyzes the reasons of the problems, and the key problems are studied.(2) Study on the Countermeasures of rural highway management and maintenance in Chongqing City, from the daily maintenance, repair and overhaul and emergency rescue and other 2 aspects, and puts forward the corresponding countermeasures. The daily maintenance measures include reform, personnel allocation, fund management and evaluation mechanism; maintenance and emergency countermeasures including working mechanism, competition mechanism, fund management and approval mechanism etc..(3) Study on the management and maintenance of highway security system in rural areas of Chongqing City, the 3 major update, from the management and administration of financial establishment of Chongqing rural highway maintenance management system.(4) Measures of Chongqing rural highway maintenance management, through the analysis of previous research, formulate measures of custody. Mainly including general principles, custody system, personnel allocation, maintenance funds, evaluation mechanism, maintenance and emergency rescue, road management and maintenance suggestions and other aspects.In this paper, through the analysis of a large amount of data, more comprehensive, systematic study, from the perspective of rural highway maintenance management institutions and other aspects, to explore the rational allocation of rural highway management and maintenance staff, strengthen the team construction of the tube to raise, to seek to establish a stable rural highway maintenance mechanism, capital investment and the safeguard mechanism; establishing and perfecting the rural highway maintenance quality supervision management assessment mechanism and incentive measures, put forward maintenance and emergency rescue, road management countermeasures. This has important practical value to ensure the sustainable development of rural highway in Chongqing, can provide a useful reference and help for the management and maintenance in Chongqing city and the surrounding provinces and counties of rural highway.
