Research On The Maintenance Management Of Provincial Highways In Counties

Highway transportation acts an important role for the national economical and social development and the improvement of people's living condition.While the efficient and accessable transportation services are provided by highway system,the environment pollution and limited resources has become an severe threatness.As crucial parts of the state road network,roads at state or provincial level,which bond together major economic centers,transportation hubs,manufacturing bases and strategic strongholds,are by definition of political and economic importance.To deepen the institutional reform of the road maintenance system,Transportation Ministry has proposed that the management and maintenance of the road network should be separated.Many successful examples have emerged in that process since then.There,however,still exists many problems in the management and maintenance system for roads at state or provincial level due to entrenched political and institutional problems,accompanied by the lack of supportive strategies,economic imbalance in different regions,and high cost of the reform.These problems are more noticeable at county levels.This article,focusing on road maintenance institution in xx,Yunnan province,points at seven problems that has been plaguing it,including backward,inconsistent and unprofessional management and maintenance mechanisms,insufficient funding and unsatisfactory workforce competency.This article,by discussing and analyzing successful examples,both domestic and foreign,in road network management and maintenance,puts forward and elaborates on a four-point solution.Through discussing the problems existing in the management and maintenance of road network at the county level,this article is intended to promote the institutional reform of road network at the provincial level,if not the state level.
